I want to mod framework-res.apk, There is a cm7 theme I like but the problem is that theme is HDPI, do I need to resize all the icons of that theme in mdpi resolution or just copy them in my framework file?

You can try UOT Kitchen for that may be. The site allows you to upload custom icons and also corrects any faulty 9.png images. :)
I Live in SE-NSE & XDA Forums.

You would need to resize them, yes. Plus You'd have to correct all .9 pngs.

Android 4.2.2
