in india both are almost same yet they are seperate courses.

Better you start to learn to write English language first.

Depends on what you want to make,

Applications that run on the phone uses Java ME (For Sony Ericsson platform), Android uses Java as well.
In case you want to make applications to modify the filesystem you'll need to learn disassembling and some other language to perform your tasks like c++, C# etc.

I am doing diploma in computer Engineering, they teach C language, Java and Oracle in diploma course.
If you want to be hardware developer, then get admission in electronics and communication engineering

Not of much use if you do that!
I am an Electronics and Telecommunication Engineer!
The languages I studied are C,C++,DS,8085;8051;PIC;ARM programming,VHDL and now in company DB,C# etc
But You can learn through internet lots of stuff and start your journey as a developer!

XML is a markup language and is used to store data, not to control a phone or anything, it's just a textdocument. Tell me what you want to accomplish and i can tell you what language you'll need.
