I'm using HPM-70(Not really HPM-70, just the in-ear part, with the Nokia Music controller than comes with my N95 8GB). So was curious, Which part plays the most important role? I mean which part provides the quality ?

The phone itself?
My The controller?
Or the In-Ear part?

The most importat is the headset itself, the earphones. Even a sucky MP3 player can sound good using top-notch earphones.
Secondly comes the audiodrivers in the phone/MP3 player.

The controller shouldn't affect the quality, except if it's broken :p

Oh well...not even the best headphones can compensate a device with bad output and vice versa.
The quality is always determined by the worst part in the row ;)

But again meliorated by the superior headphones. Of course the headphones will give better sound if you combine them with a decent MP3 player :p

The quality I'd say would have to be the device it self and then the music file and how it's encoded. This is because with high end IEM such as Shure E5c (an example), you will hear everything. This means that if your device is producing bad sound, you will hear it or if your music is compressed too much, you will hear the results of the compression (distortion).
