It is possible to keep one led ( blue ) all time on my se w580i ?

I'm guessing you want to keep the lights on your w580 blue all the time.

Or you can try another method where your wallpaper would be a flash wallpaper and it has the illumination call to the phone to keep it blue at every (looping) frame
