I recently purchased a Sony Ericsson C902. The first thing I did with it was to flash the firmware to debrand it. I just noticed recently that the LED flash was not working.
It does not work when you take a picture in the dark, and I have tried testing it through the test menu, with no result.

The question I am wondering is if there is any chance this could be a firmware fault rather than a hardware fault?

Almost definately a software fault, try re-flashing it.

No luck- I reflashed back to the original firmware and still same problem

With something like this, I don't think you can automatically assume that it is a software fault. Was the flash working before the debranding? I would advise you take it to a service center to get it checked out because it could be a hardware fault if flashing back doesn't help.

Does the flash light icon beside the screen turn on when camera is on?

Yes, the icon shows on screen and when taking a video with the "light on", just a red glow from the LED is there, not a bright light.
