i dont know how to make one. and is this the halmer certificate patch?

Highlight the code, copy into notepad and save as whatever you want to call it with .vkp on the end and save as all files with ansi coding.

And Halmer Certificate is not a patch but a Java Cert.

Why don't you search for remove java restrictions patch? Does halmer certificate remove those messages that pop up? If so, then the patch will remove all of those messages.
