A few comments:
There are a lot of unknown parameters here, that are critical to revive a water-damaged phone. You just said "water damaged", without specifying if water was sprinkled on the phone, it fell into a puddle, or your friend was on the phone while doing some underwater basket-weaving in the deep end of a pool

. You also did not say how long ago the phone got "water damaged" and what actions were taken. For example, the battery and sim card must be taken out IMMEDIATELY. This step is crucial to avoid shorting the circuits. Addressing the wet circuit board as quickly as possible is also important. The liquid should not be allowed to spread. Quick action and timing can save most cell phones as casings are tight.
Once my wife's Samsung E316 phone fell into a puddle of water. Fortunately, she kept the phone in a plastic case and this provided somewhat protection from water damage. Also, someone loan her their cell phone on the bus and she called me. My instructions were for her to immediately take the battery out (so as not to short the circuits). But she told me that someone on the bus had already wisely taken out the batter for her (whew!). Anyhow, as soon as I got ahold of the phone, I opened the back casing, just enough to expose the circuity, and kept a heated hair blower on the circuity for about 3-4 hours. When I plugged the battery in all was fine. That was about a year ago and the phone is still going strong. Sorry 'bout the long blah, blah, blah, but just wanted to drive home the point that action and timing are critical to prevent water from seeping to other areas on the circuit board.
